Retirement plan coverage remains a significant challenge for U.S. workers, particularly those employed by small businesses. With only about half of small employers offering a plan, many workers lack consistent opportunities to save throughout their careers. This brief examines the barriers to plan adoption, the factors that encourage small businesses to offer a plan, and the potential for new policies and lower-cost solutions to expand coverage.
